Why Tobacco Prices Are Rising and How New Policies Are Changing Consumer Costs

Cigarette prices in France have risen steadily over the past several years, largely because of government taxation and public health policies aimed at reducing smoking. The final price of a pack is influenced by several factors, including manufacturing, packaging, transportation, distribution, retailer margins, and taxes. Tobacco manufacturers or importers first propose a retail price based on these costs, but the price must be officially approved by French authorities before it can be used in stores. Once approved, the same official price generally applies nationwide, meaning consumers pay the same amount for a particular brand regardless of where they purchase it.

Taxes make up the largest portion of the retail price of cigarettes in France. These include tobacco excise duties and value-added tax, or VAT, and are structured both to generate government revenue and to discourage tobacco consumption. Excise duties can be calculated partly as a percentage of the retail price and partly according to the quantity of tobacco contained in the product. Minimum taxation levels may also apply, helping prevent cigarettes from being sold at significantly lower prices and maintaining a relatively consistent pricing structure across different brands.

Retailers receive a regulated commission from tobacco sales to cover the costs associated with operating their businesses, while manufacturers receive another portion of the price to cover production, packaging, logistics, and related expenses. Over time, repeated tax increases and pricing adjustments have pushed cigarette prices higher. By early 2026, a standard pack of 20 cigarettes in France generally cost around €12.50 to €13, depending on the brand and product. For regular smokers, these increases can represent a significant rise in monthly and yearly spending compared with previous years.

The continued increase in cigarette prices is part of a broader strategy used by France and many other countries to reduce tobacco consumption. Higher prices are often combined with health education campaigns, smoking-prevention programs, packaging regulations, and other measures designed to inform consumers about the risks associated with tobacco use. For smokers, the result is a noticeably higher everyday expense, while policymakers view taxation as one of several tools available to influence consumer behavior and support public health objectives. Understanding how cigarette prices are determined helps explain why tobacco has become increasingly expensive and how government decisions directly affect the amount consumers pay.
