Cigarette prices in France have climbed sharply in recent years, making tobacco noticeably more expensive than in many other European countries. In 2026, a standard pack of 20 cigarettes generally costs around €12.50 to €13, depending on the brand. Much of that price comes from taxation, which represents the largest share of the final cost. Manufacturers propose retail prices, but they must be approved by French authorities, and once established, prices are generally consistent across the country.

The increases have been significant when compared with previous decades. A pack that cost roughly €3 in the early 2000s had risen to about €10 by 2020, and prices have continued climbing since then. Rolling tobacco has also become more expensive, with a 30-gram pouch often costing around €14.90 to €18.60. For smokers buying larger quantities, cartons can easily reach several hundred euros depending on the brand and pack size.

France has intentionally used higher tobacco taxes as part of its strategy to discourage smoking and reduce health-related harm. Regular tax adjustments, including increases linked to inflation, have contributed to the steady rise in prices. The difference between France and nearby countries can be substantial, with cigarettes often costing less in places such as Spain, Italy, Luxembourg, Belgium, and Germany. These price gaps have encouraged some consumers to purchase tobacco across borders.

Alongside higher prices, France has also introduced increasingly strict smoking rules. Smoking has long been prohibited in enclosed public spaces, while newer restrictions have expanded to certain outdoor areas, including places near schools, beaches, parks, and public transport stops. Fines can apply for smoking or vaping where it is prohibited, and additional penalties may be issued for littering cigarette butts.
